Subject: Stage II 8% Overrun Entitlement all RP north of Kemmerer

Due to forecasted colder than normal weather and the on-going compressor
outage at Puget Sound’s Jackson Prairie storage facility, which severely
limits Northwest’s balancing flexibility, Northwest is declaring a Stage II
(8%) Overrun Entitlement for all Receiving Parties north of the Kemmerer
compressor station beginning gas day Saturday, March 14, 2020, through the
end of gas day Wednesday, March 18, 2020. Currently the Jackson Prairie facility has a deliverability of 320,000 Dth
into Northwest Pipeline and continues to decline each day. Northwest will
post the latest facility deliverability number on its website as the number
