Subject: Jackson Prairie Maintenance and Entitlement Warning

Notice Text:

Puget Sound Energy (PSE), operator of the Jackson Prairie (JP) storage
facility, has notified Northwest that JP is experiencing compression
problems on its C-9 and C-8 compressors. Due to these problems, JP can
only deliver approximately 300,000 Dth/d for gas day February 26 and
500,000 Dth/d for gas day February 27. The deliverability will continue
to decline from 500,000 Dth/d after gas day February 27 as gas
continues to be withdrawn from the facility.

Due to the JP compressor problems and continued drafting by customers,
Northwest is issuing an Entitlement warning beginning today, February
25, until further notice for all receiving parties north of the
Kemmerer compressor. If drafting occurs which jeopardizes system
integrity, Northwest will issue a same day entitlement (Stage I - 5%)
for gas day February 26, and a Stage I (3%) for as day February 27.

Northwest should be able to avoid declaring an entitlement if customers
stay on rate or bank on the system until normal operations are restored
at JP.

Please contact your Marketing Services Representative or the Northwest
Pipeline Hotline at (801) 584-7301 if you have any questions.
