Due to forecasted lower temperatures and system constraints limiting

Northwest’s ability support banking and drafting, Northwest is declaring a

Stage III (13%) Overrun Entitlement for all Receiving Parties north of the

Plymouth South Constraint point beginning on Saturday, November 23, 2019.

This Stage III entitlement includes all points on the Spokane, Wenatchee

and Grants Pass laterals, and shall continue until further notice.


Northwest is also issuing an entitlement warning to all receiving parties

between the Plymouth South Constraint and the Kemmerer Compressor station.

Current system constraints are resulting in banking and drafting in this

corridor to negatively impact system balancing capabilities. Northwest

advises these parties that it may issue Overrun or Underrun entitlements as

needed, including same day entitlements, to maintain the integrity of its

system if excessive banking or drafting occurs. Additionally, any such

issued entitlements or balancing restrictions may prevent parties from

reducing their imbalances until constraints subside. As such, Northwest

strongly asks all parties in this corridor to be on rate.
