Subject: OFO Invoked Through Meacham
Beginning gas day Thursday, June 26, 2008, until
further notice, Northwest is hereby invoking the
realignment OFO provisions outlined in Northwest's
Tariff, Section 14.15(d)(iii). Northwest must take
this action because the net scheduled quantities for
gas day June 25, 2008, northbound in the timely
cycle through Meacham were 462,000 Dth compared to the
operational capacity of 440,000 Dth/d, and shipper
feedback indicates nominations are likely to exceed
capacity in the absence of an OFO.
Under Northwest's realignment OFO provisions, shippers
are hereby notified that they may be required to realign
nominations from receipt points south of Meacham to
receipt points north of Meacham. Alternatively, shippers
may elect to voluntarily reduce their nominations through
Meacham by the OFO volume or take other mutually
agreeable action to alleviate the problem.
In addition, Northwest hereby requests shippers that
released firm transportation contracts with primary
receipt points on both sides of Meacham to immediately
recall capacity pursuant to the OFO recall language in
their contracts to the extent they have OFO exposure.
However, such shippers may be able to fulfill their OFO
obligations without recalling releases, for example, by
flowing gas from alternate receipt points or by decreasing
their nominations northbound through Meacham. If a
shipper would prefer to make arrangements with Northwest
other than recalling capacity, the shipper should contact
its Marketing Services Representative.
Northwest will provide shippers subject to the OFO with
their specific OFO obligations, if any, for the following
gas day by 4:00 pm MDT. Shippers must comply with the OFO
obligations no later than the evening nomination
deadline (5:00 pm MDT).
If realignment has not been required on a specific gas
day and capacity is available through Meacham in the
evening cycle, Northwest may schedule additional primary
gas. In the intra-day cycles, if Northwest is unable to
use the excess capacity to move its balancing gas to the
Jackson Prairie storage facility, Northwest will also
schedule alternate gas.
