Subject:Declared Deficiency Period at Caldwell and Stage II (8%) Overrun Entitlement
As posted on Northwest's maintenance schedule, the operationally available
capacity southbound through the Caldwell compressor station is 332,000 Dth/d
to allow ADA County to complete its road widening project, which is
anticipated to be completed on October 25. Since the primary firm
nominations exceed the available capacity, Northwest hereby gives notice of a
Declared Deficiency Period beginning Tuesday, October 18, 2016 through
Wednesday, October 19, 2016 pursuant to Sections 10.2 and 10.3 of Rate
Schedule TF-1 in Northwest's Tariff. The Daily Deficiency Volume during this
Deficiency Period is 143,000 Dth/d, which is based on a design capacity of
475,000 Dth/d.
In addition, Northwest is declaring a Stage II (8%) Overrun Entitlement for
all Receiving Parties with delivery points in the Caldwell to Kemmerer
corridor (including the Reno Lateral) for this same time period.
Beginning Thursday, October 20, 2016, Northwest anticipates being able to
meet its primary firm obligations for the remainder of this ADA County
project since maintenance in Western Canada and at Questar's Clay Basin
storage facility are expected to be completed. If Northwest is unable to
successfully mitigate all of the primary nominations once the third party
maintenance is completed, Northwest will declare subsequent Deficiency
Periods.
Customers are encouraged to secure adequate supply south of Caldwell to meet
