Subject: Declared difficiency at the Willard Compressor

As previously posted in All Shipper Notice 16-059, Northwest is performing
a class upgrade, hydro test and pipe replacement near the Willard compressor
station on July 26, 2016 through July 30, 2016. During this maintenance,
Northwest's operational available capacity will be set to a net zero for
nomination requests flowing north or south.
In the Evening nomination cycle, Shipper's northbound nominations decreased
by approximately 100,000 Dth. As a result, the primary southbound nomination
requests through the Willard Compressor exceeded Northwest's operational
available capacity. Therefore, Northwest is declaring a Deficiency Period,
pursuant to Sections 10.2 and 10.3 of Rate Schedule TF-1 in Northwest's
Tariff, beginning gas day July 26, 2016 and will continue through gas day
July 30, 2016. Based on a design capacity of 407,000 Dth/d, the Daily
Deficiency Volume is 407,000 Dth/d.
