After feedback received from our customers, Northwest Pipeline (Northwest) is providing a revised draft

of the Customer-Specific Entitlement Tariff Filing for your review.   The changes in the tariff language are

associated with the terms “Zone” and “Operational Impact Area” used in the proposed Customer-Specific

Entitlement Tariff Filing posted on the EBB on November 17, 2020.  Northwest is amending the proposed

tariff language to be in alignment with the intention of the tariff enhancement.

As background, Northwest, from a fairness standpoint, is proposing to update language to its customer-

specific entitlement provision to allow Northwest to declare a customer-specific unauthorized overrun or

underrun entitlement for a specific Receiving Party who has contributed to the adverse operating conditions.   

The intent of the proposed change is to be able to use the targeted customer-specific entitlement to manage

offending parties who are contributing to the operational limitations of the system rather than using the

general system entitlement and impacting parties who are not contributing to the operational problem. 

Northwest will not use the customer-specific entitlement to remedy a zone or specific area and believes that

this updated language is aligned with the intention of the tool.

Northwest greatly appreciates the feedback it has received on this proposed change.  The goal is to file this

 with FERC by December 3, 2020 with implementation on/around the first week in January.
